Bali Animal Welfare Association (BAWA) Ordered to Close its Doors

Radar Bali (Jawa Post Group) reports in its Wednesday, September 18, 2013 edition that the first in a series three formal warning letters has been issued and sent by the Gianyar Regency Enforcement Team (Satpol PP Gianyar) to the Bali Animal Welfare Association (BAWA). The Satpol PP confirmed that the BAWA Clinic would be closed due to the Association's inability to comply with a number of permits and licenses required under the law.

On September 16, 2013, representatives of BAWA, led by one of its founders Drh. Dewa Made Dharma, visited the offices of Satpol PP. That visit was in response to an initial warning letter (SP1) that included a formal summons to appear, issued after an earlier sudden inspection visit to the clinic.

In the meeting with Satpol PP, the delegation from BAWA reportedly said they were resigned to seeing their clinic in Lodtunduh (Ubud) closed as it would be impossible to meet all the licensing requirements specified in the SP1 in the limited time specified. "BAWA only asked us to find a solution for the 87 dogs now housed at the clinic," explained the head of Satpol PP Gianyar Gede Daging. Adding, "We will certainly do this, but this does not diminish our duty to forcibly close their clinic because it has been proven that they have violated many permit and licensing requirements."

As regards the closing of the clinic, Daging said his office would follow the established protocols of enforcement. A second warning letter (SP2) will be sent to BAWA in seven days. Three days after that, a third and final warning (SP3) will be served paving the way to forcibly close the clinic, if necessary. "The closure will follow the mechanism; we will wait until the SP3 is issued," said Daging.

BAWA is reported to be resigned to the closure of the clinic by Satpol PP, but is refusing to comment publicly on the case. "For today we have no comment. Our statement will be prepared later," said the operational manager of BAWA, Ranggawisnu.
