Bali's Chief of Police, Inspector General Made Mangku Pastika, has announced that the roads connecting Nusa Dua to Tampaksiring will be closed to all traffic for a five hour period on Tuesday, October 7, 2003.
The unprecedented shut down of a major north to south traffic artery was ordered as part of the extraordinary security measures in place in connection with the 9th Annual Summit of the Association of Southeast Asian Nations (ASEAN taking place in Bali October 7-9, 2003.
The closure of the roads running from Nusa Dua along the Jalan Bypass Ngurah Rai to Batubulan, Celuk, Sukawati, Batuan, Sakah, Blahbatuh, Buruan, Sembaung, Samuan Tiga, Pejeng, Sanding to Tampaksiring is in support of a formal dinner being hosted by Indonesia's President Megawati Soekarnoputri attended by 14 separate heads of State in Tampaksiring. Tampaksiring is the location of a Presidential Palace built by President Megawati's late father, Soekarno, in the foothills of Bali's eastern volcanic range.
Two Phase Closure
The closure of the roads will take place in two separate phases to accommodate the official motorcades traveling to and from the dinner. Starting at 5:00 p.m. the Sultan of Brunei's official delegation and security detail will depart Nusa Dua with the remaining 13 other delegations being dispatched in 5 minute intervals necessitating a road closure from 5:00 p.m. until approximately 7:30 p.m.. Similarly, the roads will be closed again from 10:00 p.m. until 00:30 a.m. to accommodate the journey back to Nusa Dua following the official dinner. The estimated travel time one way for each delegation is estimated at one hour and twenty minutes.
Request for Public's Cooperation
In announcing the shutdown of the major roadways, Chief Pastika appealed for public cooperation and understanding citing the need to protect the Nation's good standing as the host of the important ASEAN Summit.
