Bali Building and Zoning Officials Seal Harrad Hotel and Denpasar Junction for Long-Standing Permit Violations.

Denpasar Community enforcement officers descended and sealed two illegal business locations on Monday, November 8, 2010, for lacking the mandatory building permits (IMB). The two businesses are Harrad's Hotel in Sanur and The Denpasar Junction in downtown Denpasar.

As reported by Balidiscovery.com, the Harrad's Hotel complex has come under increasing scrutiny for not only lacking a required building permit, but for also apparently blatant violations of maximum height and "open space ratio" coefficients [See: Challenging King Harrad].

The chief Denpasar community enforcement officer, Ketut Nick Natha Wibawa, took the action of sealing Harrad's Hotel on Monday, November 8th, due to the inability of the well-advanced and under-construction hotel to present an IMB. Nick said the hotel only possesses a "principal agreement" – the initial green light from local tourism officials permitting the investors to explore the viability and plan a proposed investment project. Nick told DenPost that the project's owners had been repeatedly warned by his office to obtain an IMB before proceeding with the actual construction but saw their instruction consistently ignored as building activities continued apace. "Earlier we called them (the owners). Because they continued their activities, we are now compelled to seal and halt construction. If they continue to scoff the law, we will chain the building's access points," warned Nick.

When local enforcement officials came to seal the hotel's construction site, the project's owner-representative, Rudi Hartono, was still unable to present copies of the missing permits.

Information from the Denpasar licensing agency indicates the required permits cannot, in fact, be issued due to fundamental failures to comply with basic zoning and building requirements, such as an open-space coefficient requirement to allow the re-absorption of ground water and maximum height stipulations.

Alit Bratha, also representing the hotel's owners, told DenPost that the required permits "were still being processed."

After officials visited and sealed the Harrad's Hotel site, they reconvened again at the Denpasar Junction building on Jalan Teuku Umar in downtown Denpasar where they also sealed that business for failing to hold an IMB.

The Denpasar Junction building is a completed structure housing a number of operating businesses.

Due to the building being placed under seal, authorities now insist that all business activities within the shopping center complex must cease operations within one week's time. Businesses found to still be operating after the deadline will, according to Nick, be placed under lock and key installed by his office.

In a follow-up report in DenPost' Friday, November 12, 2010 edition, the owner's of Harrad Hotel continue to brazenly ignore orders of the Denpasar authorities with construction continuing on the project.
