Land Issue Threaten Major Road Projects in Bali

Officials Struggle with Land Acquisition Issues Holding Up Simpang Siur Underpass and Serangan-Tanjung Benoa Bali Highway Projects.

Bisnis Bali says property disputes are threatening to derail two major road development projects in Bali. The Serangan-Tanjung Benoa (Toll STB) and he Simpang Siur Underpass appear, at least for the moment, to be at an impasse.

In the case of the Simpang Siur Underpass project, owners of land parcels needed for right-of-ways are refusing to accept offers of purchase from the government. In the case of the Tol STB development, plans are stymied by an inability to identify the the titled owners of land on Serangan island required for the roadway.

Both the major development projects for the island of Bali are threatened by these property impasses. IGM Surantha Putra, Secretary of Commission II of the Bali House of Representatives (DPRD-Bali), said that the responsibility and cost of land acquisition for such projects is typically borne by the local government, but special provisions have been made for the two projects for the Central Government to fund purchases of the land. Suryantha said it would be a shame if the money allocated for land acquisition was eventually lost and diverted to projects in other areas of Indonesia.

He said that owners of land needed for the underpass project are refusing to surrender areas they now use for parking at their businesses. As a possible solution, he is recommending that the regional government construct central parking facilities near the project that will induce the current owners to sell their lands and allow the projects to go ahead.

The legislator said that although sufficient public interest exists to force the current owners to relinquish their lands, he would much rather prefer a mutually agreeable solution that willingly turns the land over for use by the road projects.

Land title searches continue without success to determine the actual owners of land needed for the Toll STB. The land titles problems are further complicated by the uncertain financial status of the Bali Turtle Island Development (BTID) and ongoing property disputes with traditional land owners.
