Beach World Complex Headed for a Showdown?

Bali Provincial Government Prepares to Issue Third and Final Warning Letter to PT Bali Sunrise Beach Owners of Beach World Complex at Nusa Dua.

(5/14/2011) Controversy continues unabated surrounding the construction of the Beach World Complex at Nusa Dua, built in opposition to the 100-meter ocean set rule of the 2009 Bali Zoning Law (RTRW).

Ignoring two formal warning letters form the provincial administration ordering the project to "cease and desist," the owners of the water recreation-spa-restaurant complex appear to be continuing the construction process. Bali Post visited the construction site within the Bali Tourism Development Corporation (BTDC) in Nusa Dua on Thursday, May 12, 2011, where the building has advanced to the stage where workmen are now plastering the building's walls.

The project stands only 45-meters from the water's edge and is cited by protesting local residents as violating both provincial zoning laws and infringing upon areas set aside for public use and enjoyment.

Meanwhile, the newly installed CEO of the BTDC, I.B. Wirajaya, told the press that because of his recent assumption of office he didn't know about the continuing construction within the BTDC.

Wirajaya said he is handing the fate of the project over to the Badung regency's administration and the provincial government of Bali. He said he felt confident that the government would find a solution that was in conformance with the law.

The provincial government of Bali is adopting a firm line on the project, fueling speculation that the project is becoming a test case for the controversial 2009 Bali Zoning Law (RTRW).

Bali Post also quotes the provincial enforcement agency (Satpol Pamong Praja Bali) as saying a third and final warning letter is now being prepared to be sent to Made Putera, the director of the PT Bali Sunrise Beach project. The final warning prepares the way for a forcible evacuation of the site and its possible demolishment.
