BALI UPDATE #1104 - 30 October 2017

IN THIS UPDATE

To Erupt or Not to Erupt? Thatís the Question.
Volcano Experts Outline Future Scenarios for Volcanic Mount Agung

The head of the subsection for the Volcanic Eruption Mitigation Agency (PVMG), Devy Kamil Syahbana, has explained that based on recorded data, the magma reservoirs below Mount Agung in Bali have not managed to find a outlet on the mountain’s surface.

Quoted by Metrobali.com, Devy said on Monday, October 23,2017, “At this time, the magma is still insufficient to penetrate the surface. There is still a cover that is stronger than the power of the subterranean magma. The magma continues to battle against this protective layer.”

Based on this factor, theoretically there are three possible scenarios regarding the future of Mount Agung. First, said Devy, if there is a new supply of magma the reservoir will be reenergized to continue its journey to the surface. “If this happens,” he said, “then the potential of an eruption in the near term is possible.”

The second possibility, if there is a new supply of magma, but in a small quantity, then the magma will cause more earth tremors, but only on a small and continuing basis. Adding: “In this instance, then the possibility of an eruption in the near future remains small, but the chance of an eruption in the long term will continue.”

The third scenario, Devy outlined is if there is no new supply of magma, then a “de-gassing” process will occur in which gas seeps from the magma reducing its mobility. “In time, the magma will crystallize and when that happens, the chance of an eruption will diminish,” said Devy.

The PVMG is currently evaluating all data from Mount Agung to determine which of the three scenarios apply in the current situation.

Governor: Bali Remains Safe for Tourist Visitors
Bali Governor Assures Diplomats that Danger of a Mount Agung Eruption Limited to Small Area Far Removed from Tourist Visitors

At a meeting with a group of foreign consuls based in Bali. Bali Governor Made Mangku Pastika declared the Island’s readiness to face a wide range of natural disasters.

As reported by Metrobali.com, Pastika told the group headed by the Deputy Chief of the European Delegation in Indonesia and Brunei Darusalan, Charles-Michel Geurts, that Bali remains safe despite the elevated warning level for the Mount Agung volcano. The Governor’s assurances were delivered in a meeting with the delegation in his Denpasar office on Monday, October 23, 2017.

Pastika went on to explain that the Provincial and National Disaster Mitigation Agencies have synergized their work to be able to have an adequate response in place no matter what eventuates from Mount Agung. “A variety of contingency plans have been prepared if Mount Agung erupts. A number of hospitals and ambulances have been prepared, so there is nothing to worry about,” he said.

Pastika and a number of key provincial officials attending the meeting assured the group of consuls that the danger zone for any natural disaster is limited to a 12-kilometer radius from Mount Agung’s peak, meaning tourist visitors to Bali were not at personal risk.

Shifting gears to the general topic of tourism in Bali, Pastika told the group that the province’s main tourism development problems centered on issues of infrastructure. Adding: “The infrastructure is the main problem. We wish to build a new airport because Ngurah Rai Airport is being overwhelmed by the large number of tourists.” The Governor said other infrastructure issues include the construction of an underpass, shortcut roads, and the quality tourist facilities.

Governor Pastika took the opportunity to underline that Bali does not wish to become a mass tourism destination, but to become a world-class tourist destination of quality.

Bali Hosts Mainland Chinese Media Tour
Tourism Ministry Invites Chinese Media to Bali to See First-Hand that Bali Remains Safe

The Assistant Deputy for development of the Asia-Pacific Market from the Ministry of Tourism, Vinsensius Jemadu, recently welcomed a familiarization trip of Bali for 9 member of the Mainland Chinese Market.

As reported by Kompas.com, the “fam trip” was intended to promote the theme of “Wonderful Indonesia” in order to stimulate Chinese tourism to Bali by demonstrating that Bali remains a safe destination.

Jemadu, speaking before a press conference, said that incorrect news that Mount Agung had already erupted was being reported to the Chinese public and needs to be rectified in order to maintain the high level of desire among that market to travel to Bali.

“By hosting ‘fam trips’ such as these, we wish to convince people that Bali remains a safe place to visit,” said Vensensius Jemadu on Monday, October 23, 2017. Earlier, Bali Governor Made Mangku Pastika had explained that if an actual eruption of Mount Agung takes place, a danger zone measuring 12-kilometers from the Mountain’s peak has been evacuated to prevent the loss of life and injuries.

The Government has also formed Bali Tourism Hospitality Center within the Bali Tourism Board to assist tourists should an eruption of Mount Agung occur. In the meantime, tourism objects in Bali continue to operate normally.

Jemadu the “fam trip” was just one of a number of activities underway to help Indonesia hit a target of 2 million Chinese tourists to Indonesia from among the total 15 million foreign tourist targeted nation-wide.

The Tourism Ministry official, referring to the hosting of members of the Chinese media, said: “The online media in China is very influential. Young people use online media to obtain information on Bali tourism.”

During the tour of Bali, the Chinese media workers visited village settings in Ubud, saw a cultural performance in Uluwatu, and sampled the culinary offerings of Jimbaran and Seminyak. During a tour of the Nusa Dua area, the Chinese journalists also participated in water sports activities at Tanjung Benoa.

Chinese visitors to Bali passed the one million mark at the end of August, achieving 1,048,270. Compared to the same period one year before, Mainland Chinese tourists visits have increased 58.48%.

Nation-wide, Chinese visitors to Indonesian prefer visits to Bali, Jakarta, Tanjung Uban, Batam and Manado.

According to information from the Indonesian Tourism Ministry, Chinese tourists dedicate their holidays to water sports, beach visits, touring, shopping and dining.

Among the media members visiting Bali on the media visit were China News Service (CNS), NetEase (163), Xinhua News Agency, Xinmin Network, Yangtse Evening Post, JiangSu TV, The Paper News, Oriental Guardian and the Shanghai Morning Post.

Millionaires Beware
International Travelers Barred from Carrying More than Rp. 100 million in Cash

The Government of Indonesia continues efforts to prevent or deter money laundering practices and the funding of illicit and terrorist activities.

As reported by Beritabali.com, one of these precautionary measures is a legal limitation on the amount of cash money that can be carried by air passengers. Passengers in possession of cash instruments worth in excess of Rp. 100 million are obliged to declare this fact in advance to custom authorities.

The head of the sub-directorate for communications and publications from the Director General of Customs, Deni Surjantoro, explained that the Custom’s office is the sole agency entrusted to supervise the movement of large amounts of cash exceeding Rp. 100 million.

As a means to safeguard exchange rates, supervise the movement of cash and prevent the circulation of counterfeit money international travelers wishing to carry more than Rp. 100 million must apply for written permission to do so in advance from Bank Indonesia.

An Island that Dines Together
Regent of Klungkung to Host Traditional Feast for Mount Agung Evacuees

The Regent of Klungkung in Bali, I Nyoman Suwitra, is planning to invite evacuees living in temporary camps to join in a traditional shared “megibung” meal at the Swecapure Sports Arena (GOR) to celebrate traditional Galungan festivities.

A tradition that dates back to 1692, the warriors of the Karangasem Raja would enjoy a communal meal served from common plates before launching attacks on Sasak tribes in Lombok.

This Megibung meal had its own special set rules regarding menus and dining protocols – all meant to instill camaraderie for the shared battle that lay ahead.

Revitalized by the modern day Klungkung Regent, the megibung meal will be used to brighten the spirits of those displaced by the high alert status on the Mount Agung volcano. “I will invited them to ‘mebat’ (cook) together, said Suwitra.

As reported by the State News Agency Antara, plans coordinated by the Regent to secure the ingredients and volunteer cooks for the coming feast are now well underway for the ‘Megibung’ meal planned for Galungan Day on November 1, 2017.

Another unique characteristic of the ‘Megibung’ meal perhaps tracing from its use in time of war is that the practice of group cooking (mebat) is done by men who prepare the spices and traditional food items such as lawar – a mixture of vegetable and chopped meats prepared with Balinese spices.

Traditional sports are also planned to form a part of the megibung meal in Klungkung hosted by the Regent.

Quota Over Quality?
Opening Ceremony of Bali Mandara Hospital Delayed as Sanur Residents Protest, Demanding More Job at the Health Facility

The Provincial Government’s plans for the soft opening of the Bali Mandara Hospital on Saturday, October 28, 2017, were delayed when hundreds of members of the Sanur Community wearing traditional staged demonstrations to disrupt the hospital’s inauguration on Saturday, October 28, 2017.

The State News Agency Antara said many of the protestors carried signs proclaiming “Sanur Citizens on the March Refusing to be Duped” from Mertasari Beach to the Hospital located on the Bypass in Sanur.

The local citizens were seeking the fulfillment of alleged promises that 10% of all employment positions at the new international standard hospital would be given to members of the Sanur Community.

I Wayan Maryiana Wandira, the deputy chairman of the Denpasar House of Representatives (DPRD-Denpasar) and a resident of Sanur, told the press that the Provincial Government of Bali must make a written commitment supporting the 10% employment quota.

Of the 500 employees recruited to work at the new hospital, only 7 come from the Sanur community, with 4 of that number “newcomers” to Sanur as opposed to ancestral members of the community. The leadership of the Sanur Development Foundation is demanding at least 50 jobs be reserved for Sanur residents.

In an effort to stave off further protests, the province is now offering 23 positions at the hospital to Sanur residents. According the NusaBali, on Wednesday, October 25, 2017, the Governor said that 23 remaining vacancies would be reserved for people from Sanur ranging from Doctors to administrators to laundry workers, providing qualified candidates in Sanur can be found.

The Governor of Bali, meanwhile, denies that any promise of a quota for employment at the new hospital was every made to Sanur residents, holding fast to the principle that the best people for each position would guide hiring.

The demonstrations were timed by protestors to coincide and disrupt the opening ceremony for the new hospital. As a result, a long traffic jam was created stretching from the Jalan Hayum Wuruk intersection to an area near the entrance to the Bali Toll Road at Benoa.

Hundreds of uniformed police were positioned in front of the hotel as a security measure.
