Bali Handara Golf Course Commits to Sustainability

Quoted by NusaBali.com, the managing director of PT Sarana Buwana Handara (SBH), Aliza Salviandra, affirmed the commitment of Bali Handara Golf & Resort at Pancasari Village, located in Sukasada District, Buleleng, to remain law-abiding and oriented towards environmental sustainability amidst allegations of violations of spatial planning and licensing regulations leveled by the Special Committee on Spatial Assets, Land Management, and Spatial Assets (Pansus TRAP) DPRD Bali.

​Aliza reaffirmed this during a hearing with the TRAP Committee of the Balinese Parliament on Wednesday, 04 February 2026, following the closure and sealing of several buildings in the tourist destination area on Thursday, 22 January 2026.

​The TRAP Committee is continuing to question the completeness of administrative requirements, land status, and compliance with environmental regulations at the ​​98-hectare Bali Handara Golf & Resort. On hand to hear the allegations of various violations by the golf resort were members of the Pansus TRAPProvincial Enforcement Agency (Satpol PP Bali), Forestry Officials, and members of the National Land Agency (BPN).

​According to Aliza, PT Sarana Buwana Handara (SBH) has been in operation for more than 50 years, making it difficult to produce all required legal documentation instantly upon demand. For any search requiring access to record archives from the 1970s, many of these records are held by the Central National Land Agency (NLA). “All our ownership files are based on valid certificates. If asked to trace back to the 1970s, the records are with the BPN in Jakarta, not in Bali,” he added.

​Aliza stated that his company’s management is open-minded and ready to meet the requirements of the Pansus TRAP, provided they are in keeping with the law. He said the Company cannot, however, deliver documents beyond those legitimately in its possession. Commenting: “We cannot deliver something that we do not have.”

Regarding allegations that Bali Handara’s activities have caused floods and landslides in the Pancasari area, Aliza categorically denied this. He states that flooding has occurred in the area for decades, even before SBH’s management.

​Bali Handara’s legal team, led by Putu A Hutagalung, said floods in the area had been recorded since the 1960s. The Golf Course has addressed issues related to the non-renewal of the Building’s Right of Use (HRU) at the facility. Hutagalung said the permits covering 44 hectares are being extended. Out of a total area of 98 hectares, more than 80 per cent is green open space, comprising trees and grassy expanses for the golf course, with the developed and built-up areas constituting less than one per cent of the total land area.

​Aliza explained that the activities at Bali Handara Golf & Resort involve the old buildings, which were damaged by a massive landslide in 2012. Of the hotel’s total of 82 rooms, about 35 were lost in the disaster and are now being gradually renovated. “There is no new construction. It is purely a renovation. The initial permits are still in place, and we are currently applying for permits covering changes to the structure, all of which are still in process,” he explained.

​Aliza emphasized that Bali Handara has held a Building Permit (IMB) since 1991, covering the hotel’s expansion. However, due to changes to the building structure, management must apply for approval of a Certificate of Fitness for Function (SLF), which is currently pending with the relevant agencies.

​Meanwhile, Bali Handara General Manager Shan Ramdas confirmed that the “under seal” and closed construction area concerns the renovation of an existing building. This includes the presidential suite and approximately 40 guest rooms, which were damaged in the 2012 landslide, as well as the building’s former buggy parking lot, caddy break room, and employees’ cafeteria. “This construction is all renovation of old buildings,” explained Shan.

The Provincial Enforcement Agency (Satpol PP) insists that the Bali Handara Golf Course has yet to provide certain administrative data, particularly regarding Building Use Certificates (SHGB). The Chief of Bali Provincial PP, I Dewa Nyoman Rai Dharmadi, noted that SHGB data did not appear in the team’s initial review.

​Apart from the SHGB issue, Satpol PP also highlighted the area’s physical condition, particularly the height of the cliffs, which could potentially trigger landslides, as well as the suitability of buildings in the area.
