During a field inspection by the Bali Regional People’s Representative Council’s (DPRD) Special Committee for Spatial Planning, Assets, and Licensing (Pansus TRAP) of a 3-hectare sloping land site in Ubud, the legislative delegation discovered that the hotel’s construction was illegally blocking a traditional irrigation channel.
As reported by NusaBali, the DPRD-Bali’s Pansus TRAP Delegation has, for the second time, ordered construction halted at the luxury resort. On this occasion, a resolute cessation order was issued against the JW Marriott Hotel, Restaurant, and Spa Construction Project in Puhu Village, Payangan, Gianyar. Officials ordered that all construction activities be temporarily halted following several violations uncovered during a surprise inspection on Thursday, 27 November 2025.
The provincial inspection team was led by I Made Supartha, Chairman of DPRD-Bali’s Special Committee for Spatial Planning, Assets, and Licensing (Pansus TRAP). He was accompanied by Nyoman Budiutama, Chairman of Commission I DPRD-Bali, Gede Harja Astawa, Chairman of the Gerindra-PSI Party Faction of the DPRD-Bali, Dr. Somvir, Chairman of the Democratic-NasDem Party Faction, together with other council and special committee members. The visit was also coordinated with the Bali Public Order Agency (Satpol PP), the Gianyar Public Order Agency (Satpol PP), and several other relevant regional government agencies.

During the field inspection, the group found that 3 hectares of sloping land on the hotel site had blocked a traditional irrigation channel. The group also saw water flowing through an open irrigation channel that actually enters the hotel construction site. In addition to irrigation issues, the project’s legal permit process was also deemed problematic. Although the developer had obtained a building permit (IMB), it was still registered under the name of the Sheraton’s previous owner, and several other permits had not been completed.
Supartha emphasized that the temporary suspension was necessary following violations discovered at the site and in light of previous violations. He also said that the team would now summon the developer for further clarification. “We will immediately summon the person concerned,” he said. The Commission I of the DPRD member also emphasized that the hotel’s permits were incomplete and that physical violations, such as blocking irrigation channels, would not be tolerated.
The special committee also highlighted the hotel’s previous statement claiming that its business had a low-risk business permit. In the risk-based licensing system stipulated in Government Regulation Number 5 of 2021 and implemented through the Online Single Submission Risk-Based Approach (OSS RBA), the risk category determines the type of permits required.
“Low-risk businesses” are required to possess a Business Identification Number (NIB), but “higher risk” medium-to-large-scale businesses require a Standard Certificate or even a special permit following government verification. However, after observing the conditions on the ground firsthand, the Head of the PDIP Faction at the Bali DPRD argued that the JW Marriott Project did not fall into the low-risk category and that, therefore, an OSS-RBA permit alone was insufficient. “This is clearly a high-risk venture. Therefore, we are asking for complete permits, at least when summoned, to be able to be shown,” said Supartha.
As also reported by NusaBali, the hotel project, through the Public Relations Officer for the JW Marriott Hotel Development Project, I Gusti Bagus Prayuta, said that he is ready to comply with the Special Committee’s decision while awaiting direction from the hotel company’s central management. “We will implement whatever the Special Committee decides,” he declared. He said the Company would also comply with the DPRD’s order to halt construction of the hotel temporarily.
In line with this decision, the Bali Public Order Agency (Satpol PP) is ensuring that the enforcement process proceeds in accordance with the rules. The Head of the Bali Public Order Agency (Satpol PP), Dewa Nyoman Rai Dharmadi, stated that his team will soon summon the hotel owner to inquire about the “completeness” of the permits.
“This summons is to inquire further and clarify what permits they hold,” Dharmadi said. He added that field supervision will continue under the Gianyar Public Order Agency (Satpol PP).
Meanwhile, the Head of the Gianyar Public Order Agency (Satpol PP), Putu Yudanegara, is ready to fulfill its supervisory role and has confirmed that his team will conduct daily monitoring of the site to ensure no construction activity occurs during the suspension period. “We have personnel in every sub-district. They will be on the ground monitoring,” he added.
Due to the temporary suspension order, all construction activities at the JW Marriott in Payangan must stop completely until the clarification process, permit requirements, and evaluation of spatial planning violations are fully completed.
