Online Transport to be Limited to Balinese Drivers with DK Vehicles

Bali’s Regional Representative Council (DPRD) and the Provincial Administration of Bali have agreed to introduce a new law governing online taxi operations on the Island. 

As reported by BeritaBali.com, plans are to require that drivers for online transportation applications in Bali must hold a Bali Identity Card (KTP) and that vehicles used by online transportation operators bear “DK” license plates indicating registration in Bali.

The agreement to move ahead with the new regulation on online tourism transportation (ASKP) was reached in a plenary session of the DPRD held at the Governor’s office in Denpasar on Tuesday, 28 October 2025.

The draft regulation will now be forwarded to the Ministry of Home Affairs for review and final ratification. 

The chairman of Commission III of the DPRD-Bali, I Nyoman Suyasa, defends the new law, saying it is necessary to provide legal certainty and employment opportunities for locals on the Island of Bali. Suyasa says the new law will bring order to special vendors’ operations, set reasonable and fair tariffs, and allow the recruitment of drivers holding Balinese ID cards who drive locally registered vehicles. 

Suyasa also emphasized the importance of improving the competency of drivers serving tourists. “The standardization of competency requires tourism drivers to have knowledge of Balinese cultural tourism and use the official “Kreta Bali Semita label” on every vehicle used for tourist transportation services,” he continued.

Meanwhile, Bali Deputy Governor I Nyoman Giri Prasta emphasized that once the Ministry of Home Affairs ratifies this regulation, all drivers and app companies will be required to comply.

He said the new regulation will open broader job opportunities for local residents.

According to Prasta, the Bali Provincial Government also plans to develop a single official online application so that all online taxi drivers and vendors can be systematically registered and monitored. Many are questioning this tactic, asking whether Bali officials are actually able to ban major online transportation services now operating in Bali.

The new regulation, when approved, will represent a positive response to peaceful demonstrations held in early January by the Bali Tourism Driver Struggle Forum in front of the DPRD Building, demanding limits on the number of online taxis, mandatory Balinese ID cards (KTP), and the use of Balinese license plates.
