Around 30 representatives of the Forum of Struggle for Bali Tourism Drivers (FPDPB) paid a visit to Bali Governor Wayan Koster and the Bali Legislative Council (DPRD-Bali) on Friday, 20 February 2026.
As reported by Balipost.com, the delegation presented a letter protesting delays in the issuance of formal registration numbers for the Provision of Application-Based Special Tourism Charter Transportation Services (ASKP) promised by the DPRD-Bali on 28 October 2025.
The ASKP Registration Numbering System was announced by the DPRD-Bali in late October as an absolute requirement for online rental vehicle drivers who are Bali residents, to be implemented as a controversial means of granting an operational monopoly for online driving to the Balinese or drivers officially resident in Bali.
Although the policy change is welcomed by many Balinese drivers, the ASKP Number Registration System and the protocols for ASKP issuance have yet to be announced and implemented.

I Made Darmayasa, the chairman of FPDPB, who led the visiting group of drivers, emphasized that the delegation’s visit was intended to accelerate the implementation of the ASKP Registration System promised by lawmakers in late October 2025. Now, almost four months later, no formal policy outlining how drivers can obtain their ASKP Registration Numbers has been issued by the Interior Ministry (Kemendagri).

“We visited the Governor’s Office and the DPRD-Bali to request some answers via a formal audience. The Regional Regulation regarding ASKP has been ratified, but the registration numbers and the process to apply for one remain unclear. The response on this point from the Governor and the DPRD-Bali members is also still unclear,” said Darmayasa.
Frustrated, Darmayasa set a deadline for the FPDPB to receive a formal reply on the ASKP registration process. He threatened that if the deadline passes without a resolution, the ASKP members will return in greater numbers.
“Maybe no longer just 30 ASKP members, but perhaps 10,000 to 15,000 Bali drivers will march on the Governor’s office and the DPRD-Bali,” Darmayasa threatened. He said the ASKP matter should be treated urgently, as it involves the future of tourism and the welfare of the people of Bali.
The FPDPB chairman said the struggle on behalf of Bali online drivers is 95% complete, with only the registration and registration numbers still outstanding and awaiting completion. He complained that national policymakers have allowed the ASKP process to run late with little communication from officials to the public.
“It’s been said that only a little more struggle is still required to bring the ASKP System to completion. But up until now, no clear and concrete implementation has been announced. The communication is also not being done in a maximal way,” complained Darmayasa.
Darmayasa then focused on conditions in the field, which are becoming more chaotic. He said that the process for issuing transportation permits is being carried out without proper study, control, and planning. He warned that if traffic conditions remain gridlocked, high-quality tourists will not return to Bali.
The FPDPB chairman reminded all concerned that 70% of Bali’s income is tied to the tourism sector. If transportation is not properly organized, the impact will be felt by the large local population dependent on tourism.
Continuing, Darmayasa said: “It’s like the Balinese are left with two choices: to advance or to retreat. It is up to us to safeguard traditions and protect culture. Tourism emanates from these roles. Don’t let Bali tourism operate on directionless “auto-pilot”.
The membership of FPDPB has submitted a written plea to the Governor, the DPRD-Bali, and the Regional Representative Council (DPD). All parties have been requested to urgently and actively communicate with the Central Government to implement the ASKP Registration System.
Darmayasa said, “If the Central Government has questions, those questions should be tabled so they can be clarified. Don’t let the ASKP Registration System flounder and be treated like it is not an urgent matter.”
Meanwhile, the Regional ASKP Regulation, ratified on 28 October 2025, is awaiting the issuance of registration numbers and clarification on the application procedures from the Ministry of the Interior.
