Although formally closed by Bali’s Gianyar Regency, with its entrances under official closure seals by the local enforcement agency (Satuan Polisi Pamong Praja -Satpol PP), The Green Flow Villa on Jalan Raya Sayan in Ubud incongruously continues to be promoted and bookable on several online booking sites.
The booking applications offer luxury space at The Green Flow Villa through August 2025 for Rp. 2 million per night. Ironically, in light of this promotion, the Villa’s doors remained sealed due to the illegal use of land reserved exclusively for traditional agricultural purposes.
As reported by BeritaBali.com, A Russian investor owns the Green Flow Villa, Felix Demin (34). The development comprises 20 buildings located on the east and south sides of Pura Masceti in Sayan, Ubud.
I Made Arianta, the head of the local enforcement agency (Satpol PP) in Gianyar, confirm that the villa project was placed under seal and closed on 23 June 2025. Before this, the Villa’s ownership had been issued written warnings and official recommendations by local administrators starting from 2024.
The Russian owner of the Villa, Felix Demin, is also facing criminal charges. Those charges are under investigation by the Bali Police. Police have already installed “do not cross” police lines on buildings #3, #4, and #5.
The polemic surrounding the building of The Green Flow Villa began when a cooperative agreement was made between Demin and The Pura Masceti Sayan Subak Association (water distribution association) in September 2020. One of the Subak’s Elders, I Gusti Ngurah Gede, told of how the initial agreement only addressed access over the roadway Jalan Pura Masceti. Over time, the Subak now claims that the use of land exceeded the limits agreed under the original agreement.
Felix Demin claims he only constructed a private residence, not a commercial villa complex. Meanwhile, Ngurah Gede responded, saying The Green Flow Villa Ubud has operated commercially since 2020-2021. Ngurah Geded continued, adding: “Initially, Green Flow Villa only rented a small area to the east of the temple. There were only 6 are (600 square meters) to build a private home. That’s why we granted them the right to use the road. It turned out there were many additional villas in the south. That’s why the Subak feels cheated.”
The issue is being mediated by the High Hindu Council (PHDI) for Gianyar and Denpasar. On Tuesday, 30 April 2024, it was agreed that the problem would be resolved through deliberation. Felix Demin promised to fulfill several agreed-upon obligations, including donating 150 kilograms of rice and 150 kilograms of pork for every piodalan (ceremony) at The Masceti Sayan Temple.
The Russian also committed to donating electricity and water to the Masceti Sayan Temple on behalf of PT Bali Investments, restoring the Masceti Temple’s wantilan (temple), and making a monthly contribution of Rp.. 100,000 per commercial Villa.
