A special enforcement team investigating zoning and permit violations and the protection of Regional State-owned Assets (TRAP) from Bali’s Regional Representative Council (DPRD) revealed on Friday, 17 October 2025, several zoning and building code infringements in South Bali.
As reported by NusaBali.com, an onsite investigation in Beraban Village, Tabanan, East Bali, has uncovered a swimming pool illegally constructed less than 5 meters from the cliff’s edge at the Utopia Luna Beach Club. In other “onsite” inspections, the TRAP Team also discovered tourism accommodation failing to hold the required permits and licenses erected on lands set aside for land use conservation.
The TRAP DPRD Bali Team, led by I Made Supartha and other regional officials, announced that it found several violations of interest, including that the Luna Beach Club and other businesses in the area lacked proper permits and licenses. “There are seven unauthorized activities, including a restaurant, a hotel, and several other facilities. All these permits are still incomplete. There’s no UPL (Environmental Management Plan), and there are spatial planning violations, including a swimming pool and showers on the cliff,” said Supartha.



Acknowledging that Nuanu Management was cooperative, Supartha cited that once violations were discovered, including a swimming pool illegally built on the cliff bordering the beach, construction was immediately halted. “They shut it down themselves; they were aware of it, they shut it down. They put up police lines themselves, and they were aware of the spatial planning violations,” Supartha said. The official explained that the closure would continue until proper business permits were secured or the swimming pool removed.
Supartha highlighted weak enforcement by the Public Order Agency (Satpol PP) at both the provincial and Tabanan Regency levels. He complained that officers who should be enforcing regulations are failing to carry out their duties despite obviously knowing about specific spatial planning violations.
Meanwhile, Nuanu Creative City has confirmed in an official release that all development activities now comply with all legal regulations and procedures. Nuanu Creative City’s Senior Legal Officer, Gede Wahyu Harianto, insists that all required documents are in hand, including the Building Construction Approval (PBG), the Certificate of Functional Worthiness (SLF), and the Environmental Impact Analysis (AMDAL). “Based on our legal team’s verification, all development activities in the Nuanu area have valid and complete permits,” he said.
“We are committed to continuing to build responsibly and in an environmentally-conscious manner. Projects like the Magic Garden and the Miyawaki Forest Project demonstrate our continued investment in ecology, creativity, and education in Tabanan,” he explained.
Continuing, Harianto said he hopes that the Regional People’s Representative Council (DPRD)’s oversight efforts will align with his group’s spirit of collaboration between the business community and the local government, so that development in Bali maintains a balance between economic, social, and environmental interests. “We want to demonstrate that our legal, licensed, and environmentally friendly development can be a real example for Bali’s long-term cultural and economic progress.”

The TRAP Special Committee also conducted an unannounced inspection in the Canggu area of Badung, specifically surrounding Jalan Raya Batu Mejan. At that site, they discovered non-conforming structures, including a large tennis court, villas, restaurants, and even a five-story resort building, built on protected rice fields (LSD). “None of them have permits. There are fields, villas, restaurants, and even five-story buildings on protected rice fields. All of these violations must be addressed,” he said.
When asked about ownership, Supartha stated that most of the buildings are controlled by foreigners.
