Bali Governor Wayan Koster is joining forces with I Made Satria -the Regent of Klungkung; and I Made Supartha – the chairman of a special team from the People’s House of Representative (DPRD-Bali) on Zoning and Permits (Pansus TRAP) in taking stern steps in dealing with the highly controversial Glass Viewing Platform (Glass Lift) already in an advance state of construction at Bali’s iconic Kelingking Beach on Nusa Penida.
As reported by BeritaBali.com, the Glass Lift – a project of the PT Indonesia Kaishi Tourism Property Investment Development Group – will fundamentally change the famous seascape panorama at Kelingking Beach. Provincial officials have declared that the Glass Lift was constructed without the required licenses and permits and must be dismantled and removed.
The demolition and removal order is outlined in an emergency motion issued by the DPRD-Bali (Nomor B.08.500.5.7.15/31529/PSD/DPRD), in which legislators cited the project for violating a range of zoning, planning, environmental, and tourism laws.
In a formal statement from the Governor’s Office, Koster emphasized that the Government cannot tolerate development that destroys the natural environment and ignores the law.
That statement issued on Sunday, 23 November 2025, Koster said: “The Bali Provincial Government has taken decisive action to ensure that future business and investment activities in Bali truly adhere to legal regulations, and ensure the preservation of Bali’s natural ecosystem, culture, and local wisdom.”
Kelingking Glass Lift Project – 5 Laws Broken
Based on a review conducted by the Bali provincial government and the DPRD, at least five significant violations of the law have been cited:
- A zoning violation resulting from the construction of the 180-meter-tall glass lift in violation of setback rules from an oceanside cliff without prior approval from the Governor.
- Violation of regulations protecting the environment without first obtaining the permits that are mandatory for a foreign investment company (PMA).
- Permit violations related to the entire structure related to Spatial Utilization Activities (KKPR) and Building Construction Approval (PBG) regulation.
- Marine spatial planning violations due to the bore pile foundations being illegally positioned in the Nusa Penida marine conservation area.
- Violation of cultural tourism standards by undertaking a project that will alter the authenticity of an iconic tourist object.
Removing a Developmental Eyesoe
Because of the above violations of the law, the Glass Lift Project must immediately cease development activities and demolish all traces of current construction, returning the area to its former pristine natural state.

Following recommendations from the People’s House of Representatives (DPRD-Bali), Koster and Satria issued a joint decree requiring the investor to halt all glass lift construction activities, carry out independent demolition within 6 months, and restore the space’s function within 3 months of demolition.
“If the investor fails to fulfill these obligations, the provincial and Klungkung Regency governments will take over the demolition process from the developer,” said Koster.
Koster took pains to remind all concerned that the Government remains open to investment provided investors adhere to the concrete principles of legality and sustainability.
Continuing, Koster said: “Future investment activities in Bali should be based on good intentions, love for Bali, safeguarding the Island, and wisely accepting responsibility for the sustainability of Bali’s nature, people, and culture.”
