New Cakrawasi Application to Enhance Police Surveillance of Foreign Nationals

The State News Agency ANTARA reports that the Bali Provincial Police are monitoring foreign nationals through a new Cakra Surveilan Orang Asing (Cakrawasi) Application, an online system designed to help minimize legal cases involving foreigners in Bali.

Bali Regional Police Chief Inspector General Daniel Adityajaya explained that the Cakrawasi website, an online platform for monitoring and recording the presence and activities of foreigners, facilitates quick, accurate processes with a high degree of confidentiality.

“With this system, the risk of illegal activities, misuse of stay permits, and other legal violations can be minimized and mitigated immediately,” he said.

The Bali Police Chief stated that Bali is a world-class tourist destination with unique appeal, both for its natural beauty and rich culture. This makes Bali a prime destination for international tourists, with some even wanting to stay longer at certain times.

According to data from Bali Province’s Central Statistics Agency (BPS), the number of foreign tourist visits to Bali reached 6.94 million in 2025.

This figure represents an increase of 615,000, or 9.72 percent, compared to 2024.

Bali’s status as a favorite tourist destination has attracted both domestic and foreign investors, making it an investment destination with the most promising profit prospects in Indonesia.

Officer Adityajaya said this creates opportunities for growth while emphasizing the necessity for improved foreigner surveillance.

However, the increased mobility and presence of foreign nationals can also create vulnerabilities, such as security risks and legal violations involving them in Bali, whether as victims or perpetrators.

In response to this situation, the Bali Regional Police have developed the Cakrawasi Website as a more adaptive, technology-based, integrated surveillance system to anticipate potential vulnerabilities and legal violations committed by foreigners in Bali.

The Regional Police Chief explained that the website has been operational and in a trial phase since December 5, 2025, with participation from various agencies and relevant stakeholders, as well as support from accommodation providers throughout Bali.

In line with the Bali Provincial Government’s vision of realizing quality tourism, the Bali Regional Police have conducted outreach and implemented various improvements to the Cakrawasi Website to enhance its performance in maintaining order and ensuring foreign nationals’ compliance with applicable regulations in Bali.

To support the optimization of foreigner surveillance in Bali, the Cakrawasi Website also features a Command Center, a central hub for real-time control, monitoring, processing, and analysis of foreigner data.

Through this facility, all incoming data and reports can be verified, monitored, and followed up on more responsively.

According to Adityajaya, surveillance by Immigration alone is insufficient, and other alternatives are needed to complement this cross-sectoral task.

“With Cakrawasi, we can monitor all their movements through reports from hotels, lodgings, and other similar establishments, so that if something unusual occurs, we can detect it,” said Adityajayal.

In addition to ensuring order and security, the Bali Regional Police (Cakrawasi) can also facilitate investigations and identify unlicensed businesses. Complete business licensing is crucial to increasing regional tax revenue.

The Bali Regional Police hope that Cakrawasi will provide a sharp oversight, a responsive system, and a bridge for synergy between all stakeholders in maintaining a safe, orderly, and dignified Bali.

The Regional Police Chief requested that all parties involved in lodging, hotels, villas, and other sectors provide foreign national data in accordance with the original passports of those individuals.

“Because of the experience of some criminals, they use more than one passport; they enter using their original passport, and then transact here using fake or counterfeit passports,” he said.
