The Indonesian Ministry of Immigration and Prisons has issued a circular memorandum (Nomor: SP/IMI/11/2025/05) on 05 November 2025, breaking new ground on Dual Citizenship. Indonesians are prohibited from holding dual nationality.

JAKARTA – The Director General of the Ministry of Immigration and Corrections has formally launched Global Citizenship of Indonesia (GCI), a new policy aimed at addressing dual nationality. GCI provides permanent and unlimited residency for individuals holding foreign citizenship who have a blood relationship, kinship, historical connection, or other strong connection to Indonesia. This policy is available to people from several countries with ties to Indonesia.
“GCI is a solution that addresses the dual citizenship polemic by providing broad residency rights for foreign citizens (WNA) who have strong ties to Indonesia without changing their foreign citizenship status and without violating state regulations. This new policy also shows that Indonesia can adapt to global dynamics without sacrificing the sovereignty of the citizenship law,” said Agus Andrianto, Minister of Immigration and Correction
Continuing, Agus stated that a similar concept has been implemented in several countries, such as India’s Overseas Citizenship of India (OCI). The implementation of similar policies in various jurisdictions demonstrates the credibility and feasibility of GCI implementation in Indonesia. Those eligible to apply for GCI include foreigners who are former Indonesian citizens, descendants of former Indonesian citizens up to the second degree, and the legal spouses of both Indonesian and former Indonesian citizens. In addition, children born to legal marriages between Indonesian citizens and foreign citizens are also eligible for GCI facilities.
Meanwhile, this residence permit does not apply to foreign nationals from countries that were once part of Indonesia, who are involved in separatist activities, or who have a background as civil servants, intelligence officers, or military personnel abroad.
GCI applications are submitted online through the evisa imigrasi.co.id website. With an all-in-one system, GCI applications cover the issuance of a Limited Stay Visa (Visa Tinggal Terbatas), conversion of a Limited Stay Permit to a Permanent Stay Permit, extension of an Indefinite Permanent Stay Permit (Izin Tinggal Tetap Tak Terbatas), and issuance of an Indefinite Re-entry Permit.
