The Regency of Gianyar in Bali is taking a strong stance on law enforcement, insisting that the PARQ Entertainment and Resort Complex in Ubud must be demolished. The PARQ – locally known as “Kampung Russia” was closed on Monday, 20 January 2025, by the Regency for continuing and flagrant violations of several regional rules and regulations, including the illegal conversion of rice fields to a commercial tourism pursuit.
The Head of Gianyar’s Office for Management of Regional Revenue, Finance and Assets (BPKAD), Ir, I Gusti Bagus Adi Widhya, also known as Ngurah BEM, confirmed that the management of the PARQ Complex has been ordered to demolish the existing structures within the complex.
“After closing down the operation, the Regency’s administration has not issued new permits and licenses for the PARQ Ubud. The management is in the process of demolishing those buildings standing on former rice fields officially designated for sustainable agriculture (LP2B),” said Ngurah BEM on Tuesday, 24 June 2025.

BeritaBali.com reports that the management is currently addressing its lack of proper operating licenses by applying for a permit to operate a tourism accommodation enterprise. Ngurah suggests that any new permit will only be approved if the offending structures are first demolished.
Ngurah emphasized that the tourism business permit can be sought via the Regency’s one-stop online application system (OSS). Adding: “As instructed by the Regency’s leadership, the application processes must follow all applicable rules and regulations. There can be no violations.”
